Washington Climate Partnership’s Comprehensive Climate Action Plan

The Washington Comprehensive Climate Action Plan (CCAP) is now available.
This plan was developed by the Washington State Departments of Commerce and Ecology, with extensive input from Tribes, communities, workers, businesses, subject matter experts and others. The plan provides a comprehensive assessment of where the state is today and outlines pathways to meet required greenhouse gas reduction limits through 2050. The CCAP identifies strategies across all sectors of the economy to reduce emissions, improve air quality and public health, strengthen the economy, and ensure an affordable, reliable, and equitable future, while mitigating our state’s contribution to climate change.

What is the Comprehensive Climate Action Plan?
Washington has set ambitious climate goals, but we need a clear path to meet them. The Washington Climate Partnership is leading the effort to develop a Comprehensive Climate Action Plan (CCAP). This plan will serve as a roadmap for reducing greenhouse gas emissions and ensuring a sustainable future for our state.
The primary goal of the CCAP is to create a far-reaching, implementable, and equitable plan to achieve state climate and energy mandates. Reducing greenhouse gas emissions fosters cleaner air, healthier communities, and a sustainable future while creating green jobs, boosting the economy, and protecting vulnerable populations. We’re also prioritizing benefits for low-income and historically marginalized communities to ensure a just transition.
What is the Washington Climate Partnership?
The Washington Climate Partnership, led by the Washington State Departments of Commerce and Ecology, is a statewide effort to plan near- and long-term strategies to meet Washington’s ambitious climate goals for 2030 and beyond. This is a highly collaborative effort that will require engagement and input from impacted communities, Tribes, businesses, workers, and subject matter experts.
This work is part of the Climate Pollution Reduction Grant (CPRG), a federal funding program created through the Inflation Reduction Act and run by the U.S. Environmental Protection Agency (EPA). The program provides funding to states, local governments (like cities and counties), tribes and territories to develop and implement plans for reducing greenhouse gas emissions and other harmful air pollution. We are coordinating with other CPRG recipients to ensure that our climate action plans work together to ensure a thriving Washington.
What is the purpose of the Washington Climate Partnership?
Significantly reduce greenhouse gas emissions by 2030 and beyond, while supporting the creation of good jobs.
Create healthier, safer communities by reducing hazardous air pollution, particularly in communities that have experienced disproportionate exposure to pollution, and overburdened communities.
Build upon existing climate programs and funding opportunities to enhance and maximize climate pollution reduction efforts.
Empower community-driven solutions in the development of climate action plans.

The Washington Climate Partnership has completed Phase 2. Comprehensive Climate Action Plan, which is due to the EPA in June of 2026. We are transitioning to Phase 3, which involves working with partners across the state to implement the CCAP and share progress with Washington residents. Phase 1, the Priority Climate Action Plan, is complete!
The first milestone of the Washington Climate Partnership, a Priority Climate Action Plan (PCAP), was delivered on March 1, 2024.
The PCAP is a plan for near-term pollution reductions that includes a focused list of high-priority, implementation-ready measures to reduce greenhouse gas pollution. In addition to the list of priority greenhouse gas measures, the PCAP included a greenhouse gas inventory, a low-income and disadvantaged communities (LIDAC) benefits analysis, and a review of authority to implement the plan.
Phase 2, Comprehensive Climate Action Plan, is complete!

Phase 3, Status Update, is coming soon
The Status Report and Update is the third milestone of the Washington Climate Partnership to share progress and hold ourselves accountable for furthering climate action. It is due Summer 2027.
The Status Report will provide an update on CCAP implementation. It will include a status update on all CCAP greenhouse gas reduction measures, updated greenhouse gas emissions and community benefit analyses, and next steps for continued CCAP implementation.
